It is the year 2388, 13 years after the end of the Dominion War that ravaged the Alpha and Beta Quadrants and decimated the population and space of the United Federation of Planets.
In line with the unpredictable times, the constant threats from the Borg, Rouge Dominion/Romulan/Cardassian Factions, Terrorism, and newly discovered races thanks to the creation and implementation of Slipstream drives, Starfleet has found it prudent to acknowledge that a standing offensive military arm should be created and deployed in conjunction with Starfleet; thus the Crisis Response Vessels (CRV’s) were commissioned.
As Starfleet began to realize that its current ships could not face the Borg effectively enough, it began to create new starships that were focused more on fighting then exploration, ships such as the Norway, Defiant, Saber and Akira class ships were created. Although designed for combat, they were still able exploration ships and mission versatile. After the Dominion War ended, Starfleet Security petitioned Starfleet Command and the Federation Council to dedicate 200 ships, spread out through the newly formed alliance fleets, to be staffed, equipped and ready for any warring action at a moments notice.
Not surprisingly, the Council was horrified at the prospect and rejected it outright, this was supposed to the Federation after all, not a warmongering government; it was tired of war. But after the sudden and unprecedented fall of the Romulan Senate, the Shinzon incident, the reemergence of the very much angered Tal Shiar and Obsidian Orders, The Borg and the new races that were being met thanks to the new Slipstream Engines, they quickly reviewed and reconsidered Starfleet Security’s request; it passed by a large majority.
Although they received nowhere near the 200 ships initially requested, they were given approximately 15 ships to fill this CRV fleet; unofficially it was a test program with a timetable. This CRV fleet consisted of all designs of Starships; with 4 Defiant’s, 3 Akira’s, and 1 Excelsior Class making up the ‘fire power’ of the newly designed fleet. The other large difference from standard Starfleet design was who the ships reported to and how they were manned. Unlike normal Starfleet ships and crew, members of the CRV Fleet reported directly to Starfleet Security stationed at Outpost 911, the Crisis Response Vessel Fleet Headquarters; not Starfleet Command back in San Francisco. In addition, their Captains and Senior Officers were not necessarily veterans of the ‘officer and command core’ but from Starfleet Security, Operations and Marine sections. This being the case, they were specifically designed for inner-boarder patrol and/or war duties; they were not expected to perform first contact missions or exploration assignments.
